New daylight saving time hours for United States and EU
When we change our clocksSince 1966, most of the United States has observed Daylight Saving Time from at 2:00 a.m. on the first Sunday of April to 2:00 a.m. on the last Sunday of October. Beginning in 2007, most of the U.S. will begin Daylight Saving Time
» Daylight saving time starts at 02:00 A.M. on March 11, 2007.
» Daylight saving time ends at 02:00 A.M. on November 4, 2007.
In the U.S., each time zone switches at a different time.
In the European Union, Summer Time begins and ends at 1:00 a.m. Universal Time (Greenwich Mean Time). It begins the last Sunday in March and ends the last Sunday in October. In the EU, all time zones change at the same moment. Look at the graph below which shows when the Daylight Saving TImes begin and end for both United States and the European Union

To reflect these changes, we must update our computer time zones accordingly. The changes can be implemented automatically by running this hotfix from Microsoft.
This time zone update will also include changes for other related DST changes, time zone behavior, and settings. Some of these changes will occur in 2007, and some have occurred since these versions of Windows were originally released.
These updated time zone definitions will also be included with Windows Vista.
